Keep the Services menu focused.

Records and handover guidance no longer occupies a primary Services menu slot. It remains available through relevant handover links, while the menu focuses on the work people come to LFW to commission.

The same change applies to desktop and mobile navigation in every site language. The guidance page and its URL remain available.
