Founding towns
A first cohort of small public institutions, working through Title II together.
Fewer than 15 institutions, four months and a website each one owns at the end.
Who it is for.
Public institutions without a web team. The DOJ's Title II rule sets April 26, 2027 for governments serving 50,000 people or more, and April 26, 2028 for smaller ones and special districts. The DOJ's summary of the rule
- Towns, villages and townshipsIncluding the ones with a part-time clerk and no web staff at all.
- Small cities and countiesUnder 50,000 people, with the April 26, 2028 date in front of them.
- Special districtsFire, water, sewer, park and library districts, and regional authorities.
- Public libraries and museumsRun by a city, county or district, so Title II applies to their sites too.
- Housing authoritiesPublic housing agencies whose residents apply, pay and report repairs online.
- Public school districtsWhere families look for calendars, closings and enrollment, and Title II applies too.
What members get.
- A working site Made in your browser from our example site for your kind of institution, and kept on Care: updates, backups and uptime checked every minute. Make a site for your institution
- The Academy for your staff Every course, for everyone who touches the site, including Accessible Content Basics, Writing for Residents, Running a Public Website Day to Day and Emergency Notices on Your Website. See the LFW Academy courses
- A monthly group session Once a month over Google Meet, with the other members: what each institution moved, what broke and what is next.
- Hands-on help from LFW We move your pages and documents from the old site, and we keep the accessibility record: what was checked, what was fixed and when.
A case study, if you want one: we feature an institution only with its written approval, and you read every word before it goes up.
What we ask of members.
- Come to the monthly sessions. Four sessions, one a month. Send whoever runs the site; it does not have to be the same person each time.
- Let us learn from the work. What slows you down shapes the Academy courses and the example sites. We use what we learn without your name unless you approve otherwise in writing.
- Tell us what is wrong. A short note after each session, and a longer one at the end of the four months.
The proposed terms.
Terms are proposed and need Leland's approval.
- Price
- Care at $250 a month, which is $3,000 a year.
- Setup fee
- None.
- Cancel
- Any time. Care stops at the end of the month you have paid for, and the site and the domain stay in your name.
- Length
- Four months of group sessions. Care continues after that only if you keep it.
- Cohort size
- Fewer than 15 institutions.
How to apply.
Leave your work email. We send a link to confirm it, and confirming opens a free LFW account, so your staff can start the Academy courses while you wait.
Then a person at LFW reads your application and writes back to set up a short call about your institution and its website.

Questions.
Does joining make our website compliant with Title II?
No program can promise that. You get a site built to WCAG 2.1 AA, a record of what was checked and fixed, and staff trained to keep it that way. Check what the rule asks of your institution with your attorney.
Read the DOJ's summary of the ruleWe already have a website and a vendor. Can we still apply?
Yes. Read your current contract for its notice period and export terms first, so the move happens on your calendar. We move the pages and documents and redirect the old addresses.
Is the program free?
No. Members pay for Care at $250 a month, with no setup fee. The free LFW account and the Academy courses are free for any public staff member, member or not.
See LFW pricingDo we need a formal bid to pay for Care?
Usually not. $3,000 a year sits under the card and small-purchase limits of most offices. Your own purchasing rules decide.

Leland Fiegel, LFW's founder, reads every application and asks for a short call. We aim for a mix of kinds and sizes, and we answer every applicant.
Will you name us?
Only with your written approval, on a case study you have read. Without it, we write about the work without naming the institution.
