Virginia localities
Virginia’s web accessibility law applies now.
The federal ADA deadline moved to 2027. Virginia’s law did not. Localities serving 50,000 people or more have been covered since April 24, 2026, and every other county, city, town and school division is covered from April 26, 2027.
The dates.
Set by the 2025 amendment (HB2541). Population is the locality’s, as in the federal rule.
- Localities and school divisions serving 50,000 or more
- Everyone else, including special districts

What it requires.
Three duties, in the Code of Virginia, Title 2.2, Chapter 35.
- Your site meets the federal standardInformation technology must conform to the ADA Title II rule, 28 CFR § 35.200: WCAG 2.1 AA, documents and vendor tools included.§ 2.2-3502
- Your coordinator is on your siteThe name, phone number, email and office address of your digital accessibility coordinator, “in a conspicuous and easily accessible location on its website.”§ 2.2-3505(B)
- Your contracts carry an accessibility clauseWhen a vendor can’t certify that its product conforms, you can require an Accessibility Conformance Report and a plan to fix it, at the vendor’s cost.§ 2.2-3503
What the federal delay changed.
For Virginia, nothing.
On April 20, 2026 the Department of Justice moved the federal ADA Title II dates back a year. Virginia’s dates are written into the state law itself, and no 2026 bill changed them.
“The federal announcement comes too late to update the Commonwealth’s Information Technology Access Act.”
What to do this month.
In order. The first one takes an afternoon.
- 1Publish your coordinator. Name your digital accessibility coordinator and put their name, phone, email and office address where residents will find it, with a way to report a barrier.
- 2Check the whole site. Every page and PDF, plus the agenda, payment and permit tools you link to.
- 3Fix your contracts. Add the accessibility clause to your website, agenda and payment contracts before they renew.
